Are the General Client or Expert Price lists, and those of individual Clients or experts connected?

Not automatically. The Prices in the general lists do not belong to any individual client or expert. And the prices added to the individual lists are not added to the corresponding general lists. However, you can use the "Copy from General" function in the individual lists to quickly transfer certain prices from the corresponding general lists.
