TO3000 3D fully supports virtual machines and Virtualization technology. As long as you have MS Windows installed on your virtual machine, there should be no problems with TO3000. 

However, it is highly recommended to install a trial version on your Azure virtual machine first, to check whether it is fully compatible with your virtual machine type.
