Currently, new discounts/markups and taxes can only be entered into the database as percentages, but there is a workaround.

You can use the Adjustment interface to add discounts, markups or taxes as exact values to your invoices. Just enter the volume of the adjustment (it can be positive or negative) and, if needed, a description of what that adjustment represents.
