Is there a way to cleanly separate actual clients from preliminary leads?

Yes. TO3000 3D includes a seperate table for prospective clients (called Prospects). There, you can record their contact information, track your marketing efforts and create quotes. 

Once you reach an agreement, you can transfer the Prospect to the Client table with just a few clicks.

 

Furthemore, you can transfer inactive clients to the Prospect table in the same way. All associated database entries will be safely stored there.
